The Commission on Elections (Comelec) is in the final stages of preparing for the 2025 midterm elections, focusing on the increasing role of artificial intelligence (AI) and social media in campaigns. Comelec Chairman George Erwin Garcia announced on Monday that the commission will soon release new guidelines on the use of AI, marking the first time such rules will be implemented in Philippine elections.
Guidelines for AI in Campaigns
Comelec is developing policies to regulate the use of AI and deepfake technology during the campaign period. According to Garcia, AI has the potential to be the most accessible and widely used campaign platform in the 2025 polls, which necessitates strict regulation to ensure fair play.
The new guidelines will not completely ban AI but will target specific areas where misuse is likely, such as spreading misinformation, disinformation, and deepfakes. Garcia emphasized that the commission’s goal is to provide equal opportunities for all candidates while protecting the integrity of the election process.
Garcia assured that Comelec has the authority to implement these regulations under Republic Act 9006, also known as the Fair Elections Act. The commission is prepared to defend its actions in court if the legality of these guidelines is challenged. The act empowers Comelec to regulate various forms of media and information dissemination during elections.
Addressing Concerns and Future Steps

Election watchdog Legal Network for Truthful Elections (Lente) has called on Comelec to approach the regulation of AI with a balanced perspective, avoiding unnecessary fear while still addressing legitimate concerns. Lente also proposed that Comelec should implement rigorous social media monitoring to detect and prevent the misuse of AI in campaigns.
As the 2025 midterm elections approach, Comelec’s new guidelines on AI use will play a crucial role in shaping the campaign landscape.
